Trump bans Canadian alcohol, dairy and motorcycles as Ottawa’s tariffs bite

President Trump said the United States would ban Canadian alcohol, some dairy products and large motorcycles, sharply escalating a trade war that had been fought largely with tariffs². The White House said Trump signed five proclamations under Section 338 of the Tariff Act of 1930 to bar certain Canadian products and to modify the scope of tariffs on Canadian goods announced on July 20, 2026¹.

Axios reported that the import bans take effect on Sept. 29, cutting off US market access for the targeted goods rather than simply making them more expensive². The move followed Canadian counter-tariffs coming into force³. US Trade Representative Jamieson Greer issued a statement after the president used his Section 338 authority⁹, and Politico reported the response paired import bans with tariff increases⁵. Trump also threatened to stop the sale of Canadian Bombardier jets in the United States¹¹.

Why it matters to investors

Section 338 is a prohibition power rather than a pricing one, so exporters cannot absorb a duty and keep shipping^1,2. The measures land on consumer categories on both sides: Canadian duties cover motorcycles, cosmetics and cheese⁷, while the US list runs to alcohol, dairy and large motorcycles⁵.

The size of the Canadian package is reported inconsistently. The BBC put Canada’s levies at as high as 50% on nearly $20bn of US products, from steel to T-shirts⁴, and the Wall Street Journal described the latest Canadian tariffs as covering $20 billion of US exports that took effect Tuesday⁶. Semafor put the figure at $27.6 billion of US goods⁸. The Financial Post reported Canadian duties of up to 50%⁷.

The exposure is concentrated rather than national. The Journal reported that a handful of US states are likely to feel a big effect⁶, and Axios said the measures deepen an economic rift between countries that have spent decades interlinking commerce, threatening disruption for businesses and consumers on both sides of the border².

What to watch

Canada’s macro response is the near-term variable. Prime Minister Mark Carney vowed to backstop the economy as the row escalates, and Bank of Canada Governor Tiff Macklem said last week that the intensification in trade tensions posed a risk to economic momentum¹⁰.

The effective date is the second. The prohibitions do not begin until later in the month², leaving a window for talks or for further escalation, and Trump has already extended his threats to a single large exporter¹¹. Carney has said the trade war will come at a cost⁴.
