Trump threatens to cut EU trade over Brussels plan to make Canada an associate member

European Commission President Ursula von der Leyen proposed making Canada the European Union’s first associate member⁴. Trump threatened to cut trade with the European Union or impose very serious tariffs if the association goes ahead^2,10, calling the plan laughable¹. The BBC noted that the president, who has clashed repeatedly with Canada’s prime minister, made the threat in direct response to the proposal³.

On the same day he signed a presidential memorandum to identify and remove Canadian-origin goods from federal civil government procurement, in response to measures the White House says deny US firms access to Canada’s federal and provincial procurement markets⁷. The memo directed Russell Vought, director of the Office of Management and Budget, and the US Trade Representative to carry it out⁶.

Axios framed the stakes as a test of whether a country deeply dependent on the US market can find economic independence by moving closer to Europe, and called the realignment potentially one of the most permanent effects of Trump’s trade wars, with allies building markets, supply chains and security ties designed to make them less vulnerable to Washington⁴.

The association is not only commercial. It would pull Canada into Europe’s defence procurement programme, giving Canadian companies access to joint procurement as Europe increases defence spending⁹. Canada is already absorbing the previous round. The Bank of Canada’s governing council began its deliberations on 25 August, days after the United States imposed 50 per cent tariffs on roughly 28 billion dollars of goods, and concluded that the fresh trade dispute will weigh on confidence¹¹. That is the channel through which a diplomatic realignment becomes a growth number.

The strategic irony is the story’s spine. The New York Times observed that Trump wanted Canada as the 51st state and ended up pushing it toward the European Union⁸.
