US and China publish the product lists behind their tariff-cut deal

The United States and China released reciprocal product lists for tariff cuts following the meeting between President Donald Trump and Chinese leader Xi Jinping^1,2. The White House published what it called the U.S.-China Board of Trade lists of products recommended for reduced tariff treatment, to be applied in a reciprocal manner¹⁷. Al Jazeera described the framework as $30 billion for $30 billion⁸. Nikkei Asia reported that the lists take in Christmas ornaments, lumber and camels¹⁴, and the Financial Times cited goods running from foie gras to camels⁴.

Accounts of the headline size disagree. Bloomberg, ABC News and Anadolu described a $30 billion framework^2,5,15. Reuters, the Wall Street Journal and The Business Times reported cuts covering $60 billion of goods^7,9,10. The Straits Times headlined a $38 billion deal¹³. Global Times said the cuts cover $30 billion worth of imports, with 90 per cent of products moving to most-favoured-nation rates⁶, a proportion Anadolu also reported¹⁵.

Why it matters to investors

US Trade Representative Jamieson Greer said the two sides have recommended $30 billion of trade in non-sensitive goods on each side for more favourable tariff treatment⁹, and that the arrangement improves market access for around 30 per cent of US exports to China¹¹. China plans to cut tariffs on US agricultural goods, but soybeans are excluded from its list^7,12.

The Japan Times called the expected relief one of the most tangible outcomes of Xi’s state visit to Washington¹. One account reported the trade truce has been extended through January¹⁶. China said the reductions would take place simultaneously once each side completes the procedures required under its domestic law¹³.

What to watch

What was left out matters as much as what was listed. Rare earths were kept off the record of the talks¹¹. Soybeans, the largest single line in the US farm trade with China, are outside the agricultural cuts¹².

Implementation runs through a new channel. Principals including Treasury Secretary Scott Bessent, Greer and Chinese Vice Premier He Lifeng are due to meet¹⁴. Greer, who chairs the trade committee, said the United States will pursue fair, balanced and reciprocal trade with China¹⁶. Until the lists clear domestic procedures on both sides, the tariff relief remains a recommendation rather than a rate change^13,17.
